House Bill 427 appropriates $75.0 from the general fund to the Public Education Department for
after-school enrichment programs at 21

Century Community Learning Centers in the South
Valley of Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $75.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the
general fund.
SIGNIFICANT ISSUES
The PED states:

provide opportunities for academic enrichment, including tutorial services to help
students in high-poverty areas and those who attend low-performing schools meet state
and local student performance standards in core academic subjects such as reading and
mathematics. 21

Century Community Learning Centers are also required to provide a
broad array of youth development activities and parent literacy for parents of students
who attend them. The appropriation of $75.0 would supplement federal funding and
would allow After School Enrichment Programs at 21
st
Century Community Learning
Centers in the South Valley of Bernalillo County to sustain their current after-school 21
st
Community Learning Center services.
Currently there are twenty-nine 21
st
Century Community Learning Center Programs in
New Mexico. The New Mexico Legislature appropriated $1,500.0 in 2007 for 21
st
Century Community Learning Centers across the state. In 2007 schools in the South
Valley of Bernalillo County received a state appropriation for $30.0 to be expended in
2008. Schools in the South Valley of Bernalillo County have a 2008 federal
appropriation in the amount of $258.0.
PED could allocate and oversee this appropriation with existing staff.
