SUMMARY

Synopsis of Bill

House Bill 425 appropriates $225.0 from the general fund to the Public Education Department

for after-school learning centers in the Mountainair Public Schools.

FISCAL IMPLICATIONS

The appropriation of $225.0 contained in this bill is a recurring expense to the general fund. Any

unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the

general fund.

SIGNIFICANT ISSUES

The PED states:

Century Community Learning Centers’ federal grant funding is provided to grantees

for a period of five years. Mountainair is in its last year of federal funding. The purpose

Century Community Learning Centers is to provide opportunities for academic

enrichment, including tutorial services to help students in high-poverty areas and those

who attend low-performing schools meet state and local student performance standards in

core academic subjects such as reading and mathematics. 21

Century Community

Learning Centers are also required to provide a broad array of youth development

activities and parent literacy for parents of students who attend them. The appropriation

of $225.0 would supplement federal funding and would allow Mountainair Public

Schools to sustain its current after-school 21

Community Learning Center services.

Currently there are twenty-nine 21

st

Century Community Learning Center Programs in

New Mexico. The New Mexico Legislature appropriated $1,500.0 in 2007 for 21

st

Century Community Learning Centers across the state. In 2007 Mountainair received a

state appropriation for $97.0 to be expended in 2008. Mountainair has a 2008 federal

appropriation in the amount of $120.0.

PED could allocate and oversee this appropriation with existing staff.
