SUMMARY
Synopsis of Bill
House Bill 423 makes an Appropriation for the Women’s Health Services Facility in Santa Fe,
appropriates $300.0 thousand from the general fund to DFA for the purpose of providing
women’s health services in Santa Fe.
FISCAL IMPLICATIONS
The appropriation of $250.0 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall not revert to
the general fund.
SIGNIFICANT ISSUES
DOH notes that the likely intended recipient of this proposed appropriation is Women’s Health
Services, Inc. Women’s Health Services (WHS) is a 501(c)(3) community service agency that
has been providing health services to residents in Santa Fe since 1973. WHS provides primary
medical care, behavioral health, and alternative health care services. In FY07, WHS reported
serving approximately 3,500 patients, with 20% of the patients identified as at or below poverty

(DOH RPHCA database FY07).
This appropriation would be in addition to any award from DOH through the competitive
statewide Rural Primary Health Care Act (RPHCA) RFP process. Women’s Health Services is
in the first year of a four year funding cycle, receiving $300 thousand in FY08, as a result of a
competitive RFP. FY09 funding will be contingent upon submission of an application for
continuation and review of performance and continued financial need under the current contract.
WHS received a separate non-competitive special appropriation of $192 thousand in FY08, also
through DOH, along with an additional, non-recurring appropriation of $100 thousand. In total,
WHS is receiving $592 thousand in FY08 from DOH. In addition, other non-competitive special
appropriations have occurred in the past through DFA to WHS.
DUPLICATION, CONFLICT, COMPANIONSHIP OR RELATIONSHIP
HB 423 duplicates with HB 379 and relates to:
SB 131, which would appropriate $500 thousand to DOH to provide operational support and
services at the women’s health services facility in Santa Fe; and
SB 184, which would appropriate $250 thousand to the Department of Finance and
Administration to provide for women’s health services in Santa Fe.
