SUMMARY
Synopsis of Bill
House Bill 405, Making an Appropriation for Emergence Services Training and Professional
Development in Valencia County, appropriates $50.0 thousand from the general fund to DFA for
the purpose of a sex offender housing program in Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $50.0 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
DOH notes that, Valencia County is a rural and suburban county that is served by a volunteer fire
department, a private career EMS service, and career law enforcement services. The closest
hospital facilities are in Albuquerque. Emergency medical service agencies, both private and
public, have historically been underfunded in regards to training and operational costs. Funding
to support emergency medical services in Valencia County is needed, but it is unclear how the
appropriation would be distributed to the various fire, law and health services.
