SUMMARY
Synopsis of Bill
House Bill 393 appropriates $4 million from the General Fund to HSD for FY09 to restore and
provide continuation and stabilization of substance abuse and mental health services in NM. The
services identified include prevention, intervention and inpatient and outpatient treatment of
substance abuse and mental illness; crisis response programs; juvenile justice services; intensive
case management; intensive outpatient services; opioid replacement therapy; psychosocial
rehabilitation; transitional living; psychiatric services for infants, youth and adults; and any other
services that were discontinued or reduced due to redirected funding in prior fiscal years.
FISCAL IMPLICATIONS
The appropriation of $4 million contained in this bill is a recurring expense to the General Fund
Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
General Fund.
