SUMMARY
Synopsis of Bill
House Bill 373 appropriates $200.0 from the general fund to the Board of Regents of New
Mexico State University to establish a Pan American Dance Institute.
FISCAL IMPLICATIONS
The appropriation of $200.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the
general fund.
The HED states that this request was submitted by NMSU to the New Mexico Higher Education
Department (NMHED) for review, but was not included in the Department's Executive funding
recommendations for FY09.
The HED’s evaluation table of FY09 Research and Public Service Projects provided to the LFC
classifies this project as a “would not oppose if funding available" project. Reasons for this

SIGNIFICANT ISSUES
According to the HED, The purpose of the Pan American Dance Institute (PADI) is to develop
learning communities that will support self expression, human development, scholarly inquiry,
and artistic creativity through dance. In order to help attract and retain a diverse student
population at NMSU, the PADI will provide an environment where students are motivated to
learn by associating with a community of learners and being exposed to diverse cultures outside
of their own through the study and presentation of dance. PADI will also create an environment
that embraces the history and cultures of peoples from the North, Central, and South Americas,
and also from the Caribbean. PADI will bring together students from the Latino and Hispanic
communities in areas that are served by NMSU.
The HED notes that the four major goals of PADI are:
To provide the highest quality educational and artistic opportunities for students;
To support and promote international programs that enrich the lives of students and
members of the NMSU community and beyond;
To provide comprehensive and high-quality resources for advanced study and research of
dance and related fields at NMSU; and
To locate, renovate, and build venues for rehearsals, performers, choreographers and
historians.
The HED notes further that this initiative would provide professional development opportunities
for dance teachers, professionals, and pre-professionals as international professionals will be
brought in during conferences and other events. Outreach efforts often target children in public
schools throughout the southern portion of the state. The program is categorized under the Arts
and Entertainment industry cluster, which is one of the state’s seven target career clusters.
