SUMMARY
Synopsis of Bill
House Bill 354, Making and Appropriation to Support the Participation in Sports Events by
People with Special Needs, appropriates $152.0 thousand from the general fund to DFA for the
purpose supporting participation in sports events by people with special needs from San Miguel
County..
FISCAL IMPLICATIONS
The appropriation of $152.0 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
GCD notes that the Special Olympics is an unprecedented global movement which, through
quality sports training and competition, improves the lives of people with disabilities and, in
turn, the lives of everyone they touch. Special Olympics empower people with disabilities to
realize their full potential and develop their skills through year-round sports training and

competition. As a result, Special Olympics athletes become fulfilled and productive members of
their families and the communities in which they live. Special Olympics provide an experience
that is energizing, healthy, skillful, welcoming and inclusive.
TECHNICAL ISSUES
GCD notes that the bill should be amended on line 19 to read “people with disabilities" instead
of “people with special needs." Last year the Legislature updated statute to be current. This
amendment shows the New Mexico Legislature is current on disability issues.
