SUMMARY
Synopsis of Bill
House Bill 320 appropriates $150 thousand from the general fund to the Tourism Department to
promote Native American cultural tourism in Albuquerque.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall
revert to the general fund.
SIGNIFICANT ISSUES
According to the Tourism Department (TD), the Indian Tourism Program has expanded its focus
from outreach and training in cultural tourism to promotion and advertising of all Indian tourism
attractions, including gaming, hospitality, entertainment and outdoor recreation, in an effort to
optimize the number of tours and amount of tourism revenue to the state and the tribes. The
department supports any legislation that promotes tourism and would increase the number of
tourists to the state.

PERFORMANCE IMPLICATIONS
TD supports HB 320 which should result in increasing the number of tourists to New Mexico.
Native American culture and lifestyle continues to be one of the top attractions that draw out-of-
state visitors to New Mexico and Albuquerque. Tourism Department performance related to
increasing visitation to New Mexico should increase with this appropriation and, therefore, the
value of matching dollars and in-kind contributed to tribes to promote joint Indian tourism
activities would increase.
