SUMMARY
Synopsis of Bill
House Bill 179 appropriates $30 thousand from the general fund to Cultural Affairs department
for the purpose of developing a cultural tourism workshop to assist Native American tribes and
communities in economic development.
FISCAL IMPLICATIONS
The appropriation of $30 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to
the general fund.
SIGNIFICANT ISSUES
Cultural tourism has a significant economic impact on New Mexico's communities. In 2005,
according to the New Mexico Lodging Association, the tourism industry in the state was worth
$5 billion. The cultural affairs department estimated that cultural tourism generated $1.5 billion,
equivalent to 30 percent of these revenues in the tourism industry. A cultural tourism workshop
addressing the specific issues of Native American tribes and communities would assist these

communities in their own economic development efforts related to cultural tourism.
PERFORMANCE IMPLICATIONS
If enacted, the LFC recommends that the Cultural Affairs department submit a plan for program
evaluation with specific program goals and criteria for assessing the effectiveness and provide
suggested outputs, outcomes and performance measures to evaluate the performance of state
government programs as prescribed in the Accountability in Government. Conference
attendance could be a relevant indication of intended performance for this initiative.
