SUMMARY
Synopsis of Bill
House Bill 103 appropriates $32 thousand from the general fund to the New Mexico State Fair
Commission for the Charlie Morrisey Children’s Theater Program at the African American
Performing Arts Center.
FISCAL IMPLICATIONS
The appropriation of $32 thousand contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
The African American Performing Arts Center (AAPAC) is located on the New Mexico state fair
grounds; opening its doors to the public June 2007. The mission of the AAPAC is to utilize the
sciences and the humanities to research, preserve and nurture the intellectual and cultural
histories of African American in New Mexico and the Southwest.

The Charlie Morrisey Children’s Theater Program is an out of school educational experience for
children to become familiar with theater performances, activities involved in theater production,
and theatrical instruction to youth. Funding would also be used to purchase portable equipment
that would enable the program to put on performances in the AAPAC and communities
throughout the state. Supplies and costumes to improve the quality and appearance of theatrical
productions would also be purchased.
ADMINISTRATIVE IMPLICATIONS
The funds appropriated in HB 103 will be budgeted and administered along with the general
fund appropriated for the operation of the AAPAC. The New Mexico State Fair Commission
(SFC) is an enterprise agency, thus generating revenue for operations. SFC does not receive
general fund money for their operations only for the operations of the AAPAC.
OTHER SUBSTANTIVE ISSUES
The African American Performing Arts Center & Exhibit Hall promotes scholastic, dramatic,
visual arts and technological programs and projects which advance the research, the preservation
and the nurturing of the intellectual and cultural histories of African Americas in New Mexico
and the Southwest.
