SUMMARY
Synopsis of Bill
House Bill 101 appropriates $50,000 from the general fund to the Board of Regents of New
Mexico State University for the purpose of equipping the fine arts laboratory at the Grants
campus.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of 2009 shall revert to the
general fund.
SIGNIFICANT ISSUES
According to the analysis submitted by both the Higher Education Department and the New
Mexico State University in Grants, the request for funding in House Bill 101 is for start-up funds
for the development, implementation and plans for institutionalization of a fine arts program at
the Grants campus. NMSU-Grants currently offers courses required for the general education
