SUMMARY
Synopsis
House Bill 59 appropriates $165,000 to the Board of Regents of ENMU for expenditure in FY09
to establish and operate professional development schools associated with ENMU’s College of
Education and Technology (CET).
FISCAL IMPLICATIONS
The appropriation of $165,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
General Fund.
SIGNIFICANT ISSUES
According to a narrative provided by ENMU, CET operates two professional development
schools. One is in Portales at James Elementary School and the other is in Roswell at the
Monterrey Elementary School. The partnerships at these sites are standards based (NCATE) and

are instrumental in positively affecting the knowledge base of elementary teacher candidates and
assisting in the improvement of student achievement. This proposal would serve to establish and
operate a more formal professional development organization to provide these services in other
communities and schools.
The Higher Education Department analysis indicates: “This request was not submitted by ENMU
to the New Mexico Higher Education Department for review and is not included in the
Department’s funding recommendation for FY09."
The HED’s evaluation table for FY09 Research and Public Service Projects provided to the LFC
classifies this project as a “would not oppose if funding available project. Reasons for the
