SUMMARY

Synopsis of Bill

House Bill 31 appropriates $60,000 from the general fund to the Department of Cultural Affairs

for FY09 to support a centennial of statehood celebration for the city of Gallup.

The appropriation of $60 thousand contained in this bill is a nonrecurring expense to the General

Fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to

the General Fund.

SIGNIFICANT ISSUES

Over the past three years, the department has been working in communities all over the state,

including Gallup, to educate citizens about lasting projects that could come from

commemorations of the centennial. Gallup has formed a constituent group eager to begin the

process of planning for this event and is requesting funding specifically for events there.

With the State’s centennial coming in 2012, it can be expected that many municipalities will be

applying for funding to begin planning. Due to this expectation, the department is requesting

funding to coordinate all statewide efforts and realizes that sources of funding for multiple events

must come from many sources, including state, federal and private.

It should be noted that New Mexico is starting late in planning and fundraising efforts in

comparison to other states recently celebrating centennial anniversaries. Other states such as

Oklahoma have received up to $40 million in general funding to celebrate centennial year

activities, in addition to organizing long-range planning commissions for these events.

The LFC recommendation for special appropriations, (sec. 5 of General Appropriations Act)

includes $100 thousand for planning activities to the department for the centennial celebration.

ALTERNATIVES

Other alternatives could establish legislation to provide a pool of funds for these activities,

including a commission to allocate and distribute funding for counties and cities statewide.
