A MEMORIAL

REQUESTING THE STATE TO TAKE ALL STEPS NECESSARY TO ENSURE

THAT BARRIERS AND FENCING ALONG THE INTERNATIONAL BORDER

BETWEEN MEXICO AND THE UNITED STATES ARE ADEQUATE TO PREVENT

INGRESS AND EGRESS OF LIVESTOCK.

WHEREAS, border security is paramount not only to the

health and welfare of the American public, but to the

livestock industry as well; and

WHEREAS, prevention of livestock ingress and egress at

the international border between Mexico and New Mexico, as

well as at the international border between Mexico and the

other border states of Arizona, California and Texas, is

imperative to protect animal and human health and the economic

viability of the multi-billion-dollar livestock industry; and

WHEREAS, current border patrol plans do not address the

problem of livestock crossing the border;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF

REPRESENTATIVES OF THE STATE OF NEW MEXICO that the state take

all steps necessary to ensure that barriers and fencing along

the international border between Mexico and the United States

are adequate to prevent ingress and egress of livestock; and

BE IT FURTHER RESOLVED that the appropriate state

agencies cooperate with the New Mexico congressional

delegation, the United States department of agriculture, the

United States secretary of the interior, the department of

homeland security, the United States border patrol, Governor

Bill Richardson, the New Mexico legislature, the New Mexico

department of agriculture and the New Mexico livestock board

to address this problem; and

BE IT FURTHER RESOLVED that copies of this memorial be

transmitted to the members of the New Mexico congressional

delegation, the United States department of agriculture, the

United States secretary of the interior, the department of

homeland security, the United States border patrol, Governor

Bill Richardson, the New Mexico legislature, the New Mexico

department of agriculture and the New Mexico livestock board.
