AN ACT
MAKING AN APPROPRIATION TO RESTORE PROGRAM AND SERVICES FUNDING FOR BEHAVIORAL HEALTH.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Four million dollars ($4,000,000) is appropriated from the general fund to the human services department for expenditure in fiscal year 2009 to restore the service capacity and provide continuation and stabilization of substance abuse and mental health services that are now chronically underfunded due to the redirection of funds to the administration of those programs in New Mexico. The programs include prevention, intervention and inpatient and outpatient treatment of substance abuse and mental illness; crisis response programs; juvenile justice services; intensive case management; intensive outpatient services; opioid replacement therapy; psychosocial rehabilitation; transitional living; psychiatric services for infants, youth and adults; and any other services that were discontinued or reduced due to redirected funding causing underfunding of services in prior fiscal years. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the general fund.
