    1. On page 1, line 14, after "PROVISIONS", insert "; CLARIFYING OWNERSHIP OF STATE-PURCHASED VOTING SYSTEMS; PROVIDING FOR MAINTENANCE AND STORAGE OF STATE-OWNED VOTING SYSTEMS".

    2. On page 2, between lines 24 and 25, insert the following section to read:

    "Section 2. A new section of the Election Code is enacted to read:

    "[NEW MATERIAL] VOTING SYSTEMS--STATE OWNERSHIP--MAINTENANCE.--

         A. Ownership of voting systems purchased by the state for use by a county shall not be transferred to the county without permission of the board of county commissioners of that county.

         B. State-owned voting systems shall be maintained by the state and shall be stored in the counties using the voting systems pursuant to guidelines issued by the secretary of state."".
