Synopsis of SFl#1 Amendment
The Senate Floor amendment inserts a new subsection to clarify that legislators shall be paid per
diem only for those calendar days on which the journals of the house and senate show that the
House of Representatives or the Senate was convened in a floor session and that the House or
Senate member was shown as present at the floor session.
Synopsis of HAFC Amendment
House Appropriations and Finance Committee amendment inserts an appropriation for $250.0
for expenditure in fiscal years 2007 and 2008 for technical expertise on tax policy and public
finance, including bond financing, energy markets, real estate finance and other specialized
fields to maintain quality of technical, economic and financial support on issues important to the
Legislature.
This is similar to the appropriation vetoed from Laws 2007, Chapter 28, Section 4 (House Bill
2).
Synopsis of Original Bill
House Bill 1 appropriates $476.4 from legislative cash balances for the expenses of the First
Special Session of the Forty-Eighth Legislature.

Other appropriations from legislative cash balances include the following: $478.9 for the
legislative information system in Laws 2007, Chapter 1 (House Bill 1); $100.0 for the continued
development required for the extensible markup language database, $100.0 to repair and replace
the sound system in the House chamber, $538.2 to replace obsolete electrical dimming systems
in the chambers, committee rooms etc. all included in Laws 2007, Chapter 28, Section 5;
$1,000.0 for renovations of capitol north in House Bill 1137 (awaiting governor’s action) and
$100.0 for a study of the Retiree Health Care Fund in House Bill 728 (awaiting governor’s
action). According to Legislative Council Service, cash balance remaining after the $726.4
appropriation contained in this bill, other signed bills and in other bills awaiting governor’s
action is $54.7.
This bill carries an emergency clause.
