A MEMORIAL
REQUESTING A STUDY OF THE FEASIBILITY OF TRANSFERRING CORRALES
ELEMENTARY SCHOOL FROM THE ALBUQUERQUE PUBLIC SCHOOL DISTRICT
TO THE RIO RANCHO PUBLIC SCHOOL DISTRICT.
WHEREAS, Corrales elementary school is the only school in
the Albuquerque public school district that is located in
Sandoval county; and
WHEREAS, the Albuquerque public school district is one of
the largest school districts in the nation; and
WHEREAS, geographically, Corrales is more closely linked
to Rio Rancho than it is to Albuquerque; and
WHEREAS, an analysis of the feasibility and merits of
transferring Corrales elementary school from the Albuquerque
public school district to the Rio Rancho public school district
may be helpful to ascertain whether such transfer would benefit

the students of Corrales elementary school and their families;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
OF NEW MEXICO that the public education department be requested
to study the feasibility and merits of transferring Corrales
elementary school from the Albuquerque public school district
to the Rio Rancho public school district; and
BE IT FURTHER RESOLVED that the study consider the effect
a transfer might have on:
A. the boundaries of the school districts;
B. population demographics, district growth
patterns, ethnicity, economic levels, family income and student
and adult educational achievement and attainment levels in the
school districts;
C. the division of assets, liabilities and
indebtedness, including real and personal property, of the
school districts;
D. the bonded indebtedness and voter-approved mill
levies of the school districts;
E. the school districts' ability to raise
operational and capital funds;
F. the effects on transportation costs of the
school districts; and
G. other considerations that may affect
redistricting of Corrales elementary school; and
BE IT FURTHER RESOLVED that the department solicit input

from the parents of students at Corrales elementary school and
other persons, businesses and entities that may be affected by
a transfer; and
BE IT FURTHER RESOLVED that the department may contract
for services with recognized experts in the areas of school
redistricting, public finance and taxation and other
specialities the department determines are necessary; and
BE IT FURTHER RESOLVED that copies of this memorial be
transmitted to the secretary of public education, the
superintendents of the Albuquerque public school district and
the Rio Rancho public school district, the school boards of the
Albuquerque public school district and the Rio Rancho public
school district and the principal of Corrales elementary
school.
