A MEMORIAL
REQUESTING THAT THE DEPARTMENT OF TRANSPORTATION STUDY THE
FEASIBILITY OF ESTABLISHING A FLASHING GREEN LIGHT WARNING
SYSTEM WITHIN THE CURRENT LIGHT CONTROL SYSTEM TO WARN
MOTORISTS THAT THE CAUTION LIGHT IS ABOUT TO ACTIVATE.
WHEREAS, the number of accidents occurring at traffic
light controlled intersections can be avoided by incorporating
a flashing green light signal to warn motorists in advance of a
caution light about to activate; and
WHEREAS, a change in the current traffic control systems
can positively protect motorists from accidents and traffic
citations while not being able to safely clear the
intersection; and
WHEREAS, technology can greatly assist with an economical
solution to reduce intersection accidents and traffic

citations; and
WHEREAS, entities charged with establishing traffic
regulation and enforcement should become informed about the new
technologies and capabilities of traffic lights that can assist
with accident and traffic citation reduction; and
WHEREAS, the general public should be provided with a
clear and visible warning that the through traffic light is
about to change;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
REPRESENTATIVES OF THE LEGISLATURE OF NEW MEXICO that the
department of transportation be requested to take all actions
necessary to review, assess, evaluate and report to an
appropriate legislative interim committee by November 30, 2007,
the benefits, effectiveness and costs of implementing a
flashing green light system statewide; and
BE IT FURTHER RESOLVED that copies of this memorial be
transmitted to the secretary of transportation.
