Synopsis of Bill
Senate Memorial 76 requests the expeditious development of viable transportation access to the
historic Radium Hot Springs Inn
.
FISCAL IMPLICATIONS
The memorial itself has no fiscal impact. However, implementing its intent will require
expenditures that are as yet unknown.
SIGNIFICANT ISSUES
SM 76 cites the historic importance of Radium Hot Springs to Native American traders and later
as arrest stop for Spanish traders and soldiers traveling El Camino Real between Mexico and
Northern New Mexico. Further, SM 76 reports the construction of an inn where the individuals
could avail themselves of the benefits of the mineral springs.
SM 76 notes that Radium Springs Inn could become a viable tourist attraction and be an
economic asset for Dona Ana County and surrounding area. Job creation as well as other
economic benefits is cited in the memorial. The memorial states that carrying out the intent of
the memorial will help the area recover a lost economic opportunity.

OTHER SUBSTANTIVE ISSUES
The memorial resolves that
options for improving public access to the
Radium Hot Springs inn be evaluated and developed through a collaborative process that
includes Dona Ana county, the village of Radium Springs, the bureau of reclamation in
the United States department of the interior, the Elephant Butte irrigation district, the
United States international boundary and water commission, the state parks division of
the energy, minerals and natural resources department, the hotel owners and other
interested stakeholders; and
further resolves that the above-mentioned parties submit a report and analysis of various
access options to the legislature, members of the Dona Ana county legislative delegation
and Dona Ana county within ninety days of the passage of this memorial, and that Dona
Ana county take responsibility for preparing this report with the full consent
of the involved parties.
