committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.

SUMMARY
Synopsis of Joint Memorial
Senate Joint Memorial 68 requests the NMDOT to conduct a research project that will address
the problem of wrong-way drivers on New Mexico’s interstate and limited access highways and
lead to the development of effective countermeasures.
FISCAL IMPLICATIONS
NM DOT indicates that the fiscal implications would be initially limited to the personnel
required to conduct the research and compile the report.
SIGNIFICANT ISSUES
The NMDOT has been conducting internal research for some time into more effective measures
to deter wrong-way entry onto limited access facilities. This memorial requests a more
formalized study and report on effective countermeasures that the NMDOT can implement to
deter these types of wrong-way entry. NMDOT indicates that while this type of extensive
research and report will require additional effort, it is in line with what the NMDOT is currently
working to accomplish.
