SUMMARY
Synopsis of Bill
Senate Joint Memorial 55 requests that March 6, 2007 be proclaimed “Behavioral Health Day".
SIGNIFICANT ISSUES
The memorial states that many consumers and family members must cope with disabling
behavioral health illnesses. These individuals advocate to:
Improve the continuum of behavioral health services,
Ensure that behavioral health services are consumer- and family-driven,
Increase behavioral health education and training to individuals, families, providers and
the general public,
Promote adequate funding to address the needs of the behavioral health continuum,
Ensure the availability of appropriate pharmaceuticals,
Ensure that behavioral health services are provided in a culturally competent manner,
Use data and information in the decision-making process for the behavioral health
continuum in New Mexico, and

Improve the behavioral health work force capacity in New Mexico by providing
appropriate employment and housing opportunities to clients in New Mexico's behavioral
health system.
OTHER SUBSTANTIVE ISSUES
PED notes that many of the reasons stated in the memorial for “Behavioral Health Day" are
included in the goals of the New Mexico Interagency Behavioral Health Purchasing
Collaborative. The Behavioral Health Comprehensive Plan provides an integrated plan to guide
the future direction and priorities of the Collaborative by supporting and incorporating local
collaboratives into the planning process. The Plan also addresses the need for cultural
competency of behavioral services provided and the availability of needed professionals
throughout the state. Supported housing and employment are two major areas of capacity
building addressed in the plan as needed services which allow individuals with mental health
concerns to lead personally fulfilling lives.
