Synopsis of Bill
Senate Joint Memorial 53 requests that all New Mexico State flags be flown at half-staff outside
of state, county, and municipal offices in honor of our fighting men and women overseas and that
they remain at half-staff until there is a declaration of a just peace.
SIGNIFICANT ISSUES
Senate Joint Memorial 53 states that:
The United States has waged the war on terror for nearly five and one-half years;
In the course of this war, members of the U.S. armed forces have served throughout the world in
many countries, including those 20,000 armed forces currently serving in Afghanistan;
The U.S. has been engaged within Iraq for nearly four years, and 135,000 armed forces are cur-
rently serving in Iraq;
The President plans to deploy 21,500 additional infantry personnel to Iraq within the next few
months; and
These men and women are serving with honor and bravery and are directing their efforts toward
peace in Iraq and Afghanistan.
This memorial additionally requests that a copy of this memorial be transmitted to the governor.
