SUMMARY
Synopsis of Bill
Senate Joint Memorial 27 requests that the Public Education Department, in conjunction with the
Children’s Cabinet, study the creation and operation of community schools in public schools.
The joint memorial requests a report be submitted to the Legislature with findings and
recommendations by December 1, 2007.
FISCAL IMPLICATIONS
The House Appropriations and Finance Committee substitute for House Bills 2, 3, 4, 5, 6 and 9
as amended by the Senate Finance Committee contains $1.5 million for this type of program.
If enacted, SJM 27 would require additional staff time by the PED to coordinate with the
Children’s Cabinet participants in the study, who will include the Funding Formula Study Task
Force and its contractor, the American Institutes for Research, public schools, local governments
and community stakeholders in rural, urban and suburban school districts. The department
estimates $13 thousand will be needed to support the effort included in the joint memorial.

SIGNIFICANT ISSUES
The proposed study will include the following:
identification of the challenges and problems New Mexico faces in reaching its
educational goals
identification of community schools programs and funding for such programs already in
existence, such as municipal and county governments, foundations and other private-
sector groups
assessment of how those programs are addressing problems in their public schools and
communities
evaluation of strengths and weakness of existing programs
review of community school models in other states
identification of key dimensions to implementing community schools in New Mexico,
including program models, core activities, cost per student, governance and partnership
models and staffing patterns
costs of implementing community schools in New Mexico and funding sources other
than public school funding and
consideration of state policies that are needed to implement community schools in New
Mexico.
One such community school model is the federal 21

Century Community Learning Centers
program, which supports the creation of community learning centers that provide academic
enrichment opportunities for children, particularly students who attend high-poverty and low-
performing schools. The programs help students meet state and local student standards in core
academic subjects such as reading and math; offers students a broad array of enrichment
activities that can complement their regular academic programs; and offers literacy and other
educational services to the families of participating children.

Century grants are awarded for five years, beginning with $500.0 in the first year. Projects
receive a 20% reduction in funding in year four and a 40% reduction in year five. Each grantee
is required to implement a financial sustainability plan. A number of bills have been introduced
to cover the reductions included in the program.
