committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.
Current FIRs (in HTML & Adobe PDF formats) are a vailable on the NM Legislative Website (legis.state.nm.us).
Adobe PDF versions include all attachments, whereas HTML versions may not. Previously issued FIRs and
attachments may be obtained from the LFC in Suite 101 of the State Capitol Building North.

SUMMARY
Synopsis of Bill
Senate Joint Memorial 15 requests the Public Education Department study whether an alternative
pathway to school administrator licensure should be created.
PED will provide a written report of its findings and recommendations to the Legislative
Education Study Committee (LESC) no later than November 1, 2007.
A copy of this memorial is to be provided to the Secretary of Education and the Director of the
LESC.
FISCAL IMPLICATIONS
PED notes funding for this study is generally not included in the agency budget. It is unclear as
to the total amount needed to complete the study and prepare interim and final reports.
SIGNIFICANT ISSUES
Under this memorial it would be possible for school administrators (school principals or school
district superintendents) to earn a level three-B administrative license through alternative
licensure by providing evidence of appropriate credentials and by meeting PED-approved
competencies.
