SUMMARY

Synopsis of Bill

Senate Joint Memorial 7 endorse sand supports the establishment of a vehicle and pedestrian,

non commercial customs port of entry at the international border between Ciudad Juarez-Anapra,

Mexico, and Sunland Park, New Mexico.

In addition the bill resolves that the New Mexico congressional delegation be requested to

actively assist Sunland Park's efforts to have the federal government open a vehicle and

pedestrian, noncommercial customs port of entry in Sunland Park.

FISCAL IMPLICATIONS

There is no fiscal impact on the State of New Mexico. This will be a federally funded project if

the City of Sunland Park is successful in its efforts to have the border crossing located there.

SIGNIFICANT ISSUES

Sunland Park is located at the southernmost part of Dona Ana County, along the international

border with the Republic of Mexico.

Sunland Park has had a federal cattle crossing designation since 1978 and is now preparing

necessary documents for consideration by the United States government to establish a vehicle

and pedestrian, noncommercial customs port of entry in the immediate proximity of the cattle

crossing.

The establishment of a noncommercial international border crossing at Sunland Park is part of an

overall regional master plan strategy and will dramatically open the paseo del norte border region

to binational economic and cultural opportunities and activities.

Recent studies have indicated that a border crossing located at Sunland Park will significantly

reduce vehicular congestion and the associated air pollution now affecting the New Mexico-

Texas-Chihuahua region caused by the international ports of entry in nearby El Paso, Texas; and

A border crossing located at Sunland Park will enable the municipality to participate in the state's

economic development efforts by actively promoting initiatives designed to attract trade,

commercial development, tourists and international projects that are currently channeled through

the ports of entry in Texas,
