SUMMARY
Synopsis of Bill
Senate Bill 1190 appropriates $750.0 from the general fund to the New Mexico Department of
Corrections to contract with a nonprofit organization for a life management skills program
focused on the improvement of self-esteem, the concept of commitment and collective
responsibility and the development of problem-solving and decision-making skills, basic money
management skills and employment skills for persons incarcerated in New Mexico.
FISCAL IMPLICATIONS
The appropriation of $750.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the
general fund.
SIGNIFICANT ISSUES
NMDC notes the department already utilizes educational and other staff to provide life skills
management training in its adult basic education, vocational programs, pre-release programming
and Success for Offender After Release programs. NMDC consults with the National Institute of
