SUMMARY
Synopsis of Bill
The Senate Rules Committee substitute for Senate Bill 1148 carries no appropriation. The
committee substitute for Senate Bill 1148 amends Section 9-6-12 NMSA 1978, increasing the
membership of the Fort Stanton Development Commission from seven members to fifteen. The
bill adds the Secretaries of the Economic Development, Tourism, General Services, and Veterans
Services and Cultural Affairs departments to the Commission. SB1148/SRCS increases from 3
to 6 the number of at large Lincoln County resident commission members, and alters
appointment provisions to specify selection by the Lincoln County Commission instead of the
Governor. The substitute specifies that the Commission chair shall be a resident of Lincoln
County.
The Senate Rules Committee substitute for Senate Bill 1148 establishes a collaboration with the
Commission for a management and trusteeship scenario by the museum board of regents of the
museum of New Mexico, contingent on Fort Stanton’s eventual designation as State Monument.
The Commission would have no role in prescribing rules over that area designated a State
Monument, were this to occur.

SIGNIFICANT ISSUES
The Fort Stanton Development Commission is a state body administratively attached to the
Cultural Affairs department. Fort Stanton was established on May 4, 1855 to protect Hispanic
settlements along the Rio Bonito from Apache raids. It was decommissioned in 1896. Fort
Stanton later became America's first federal tuberculosis hospital and first German internment
camp during World War II. The Fort also served as home to Japanese interned during the war,
persons with mental and developmental disabilities, and State prisoners recovering from
substance abuse.
