SUMMARY

Synopsis of Bill

Senate Bill 1052 makes an appropriation to the Department of Finance and Administration and

the Local Government Division to conduct a study that would identify which county would be

most appropriate for the inclusion of the community of Chaparral, New Mexico.

FISCAL IMPLICATIONS

The appropriation of $50.0 contained in this bill is a recurring expense to the General Fund. Any

unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General

Fund.

SIGNIFICANT ISSUES

Chaparral, NM is one of the largest unincorporated towns in the state of New Mexico with a

population (2000 Census) of 6,117. Chaparral is located 22 miles south of Las Cruces via

Interstate 10 near the border between Dona Ana County and Otero County.

Chaparral is divided along the county lines of Otero County and Dona Ana County. Services are

provided for the community by each of these counties since the community is not incorporated

and does not have the management structure to provide services to the area. Students that are

currently high school age attend Gadsden High School located in Anthony, New Mexico. In

addition, the mid-high and elementary schools in Chaparral are a part of the Gadsden school

district which is an element of Dona Ana County.

Although Chaparral has a moderate tax base, property and gross receipts, the study will need to

determine the financial impact to each county from a revenue position as well as the impact to

public school revenues.

PERFORMANCE IMPLICATIONS

SB 1052 contains language that directs the appropriation to be utilized to complete a study that

would extrapolate all the critical issues surrounding the community of Chaparral. The

information that is generated should determine the future of the community.
