SUMMARY
Synopsis of Bill
Senate Bill 1025 appropriates $200,000 from the General Fund to the Board of Regents of
Eastern New Mexico University (ENMU) for expenditure in FY08 to pay for a K-12 science and
math teacher development program.
FISCAL IMPLICATIONS
The appropriation of $200,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
Senate Bill 1025 provides an expansion of $200,000 to the recurring $25,000 for this program to
ENMU. According to the President of ENMU, the current funding of the math and science
programs is limited in order to provide comprehensive math and science teacher training to the

rural areas of southeastern New Mexico. Last year’s funding only covered math and did not
cover science. This program can currently only provide a basic background in math and science
to get teachers up to minimum standards in these disciplines.
This request was not submitted by ENMU to the New Mexico Higher Education Department
(NMHED) as an expansion, but is included in the Department’s funding recommendation for
FY08 for $25,000 in recurring base.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
SB1025 is a duplicate of HB1131 and HB1098.
SB552 and HB220 are related and refer to the enactment of the Mathematics and Science
Education Act, creating the Mathematics and Science Bureau in the Public Education
Department and a Math and Science Advisory Council. These bills also appropriate funds to
strengthen math and science in public schools and teacher preparation at postsecondary
institutions of higher education.
