SUMMARY
Synopsis of Bill
Senate Bill 946 appropriates $1 million from the general fund for expenditure in FY08 and FY09
to the University of New Mexico Board of Regents for support of the university’s participation
in the LamdaRail dual fiber optic network.
FISCAL IMPLICATIONS
The appropriation of $1 million contained in Senate Bill 946 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the General Fund.
The New Mexico Higher Education Department is committed to the adequate and equitable
support of necessary instructional, student services, and academic support initiatives for all
students
in New Mexico. Research and Public Service Activities similar to those to be funded in this
proposal are currently recommended for funding through the Instruction and General (I&G)
higher education funding formula within the General Appropriations Act. Funding of this
program without the consideration of similar needs at all institutions could weaken the
equitability and thus the integrity of the established I&G formula funding process.
