SUMMARY
Synopsis of Bill
Senate Bill 915 appropriates $50.0 from the General Fund to the Local Government Division of
the Department of Finance and Administration to the City of Santa to support a performing arts
program.
FISCAL IMPLICATIONS
The appropriation of $50.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
SB 915 supports a performing arts program that would serve approximately 5,000 children in
Northern New Mexico. The Santa Fe Performing Arts (SFPA) which operates as a 501(c) (3)
corporation foresees states that the majority of the funds would cover costs associated with
maintaining a 320-seat theater including but not limited to leasing fees, gas, electric, phone

service, staffing, and general maintenance. In addition to the theater maintenance, these funds
will help defray traveling costs.
SFPA provides outreach programs to schools throughout northern New Mexico including teacher
training techniques, bilingual productions, as well as on-site programming for children of all
ages. A scholarship program is in place ensuring that children are not refused service due to the
inability to pay.
ADMINISTRATIVE IMPLICATIONS
The Local Government Division of DFA would enter into a Grant Agreement with the City of
Santa Fe for the funding. The City of Santa Fe will serve as a fiscal agent for the Santa Fe
Performing Arts who is operating as a 501-C-3 corporation and whom currently has a lease and
operating agreement in place approved by the Department. The City would request
reimbursement for approved expenditures on behalf of Santa Fe Performing Arts to DFA.
