SUMMARY
Synopsis of Bill
Senate Bill 911 appropriates $200 thousand from the general fund to department of Cultural
Affairs for the purpose supporting cultural and arts programs and educational outreach in
Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in Senate Bill 911 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
ADMINISTRATIVE IMPLICATIONS
Cultural Affairs department will be responsible for administering this program.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
If this legislation is not enacted, Bernalillo County cultural and arts and educational outreach
initiatives would not receive funding through the State General Fund.
POSSIBLE QUESTIONS
Would passage of this act possibility violate the anti-donation clause of the New Mexico
Constitution, Article IV., Section 31, Appropriations for Charitable, Educational, etc. purposes.
