SUMMARY
Synopsis of Bill
Senate Bill 909 appropriates $25,000 from the General Fund to the Board of Regents of New
Mexico State University (NMSU) for expenditure in FY08 to provide funding for undergraduate
students in the Art Department to travel to an out-of-town art show.
FISCAL IMPLICATIONS
The appropriation of $25,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
HED indicates that funding SB909 would benefit economically disadvantaged art students who
are unable to travel outside their immediate area due to lack of financial resources. Many NMSU
art students have never visited a museum or viewed important exhibitions. The recognition of the
differences in how artists in other cultures and at other periods in history have approached and

viewed their art experience, creates an appreciation and an understanding of one’s culture and a
marked sophistication in one’s creative endeavors.
