SUMMARY
Synopsis of Bill
Senate Bill 908 appropriates $100 thousand from the general fund to department of Cultural
Affairs for the purpose supporting a multi-disciplinary Native American film festival. The
festival shall be held in Bernalillo County and is to include Native American films, guest
speakers, group dialogues, live storytelling and hands-on workshops.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the General
Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to
the General Fund.
ADMINISTRATIVE IMPLICATIONS
Cultural Affairs department will be responsible for administering this program.

RELATIONSHIP
Senate Bill 908 relates to Senate Bill 375. Senate Bill 375 appropriates $50 thousand in FY08
from the general fund to department of Cultural Affairs pay for an American Indian Arts summer
film and television workshop.
Enactment of the related Senate Bill 375 bill would provide training in the film and television
industry, including production and writing to Native Americans. For three years, the Institute of
American Indian Arts (IAIA) has collaborated with Disney-ABC Television Group Talent
Development Programs to present a summer television and film workshop program. Program
instructors from the film and television industry produce an 8-week curriculum on a variety of
areas including directing, production, acting, animation and screenwriting. In past years, the
workshop has been held at the IAIA campus in Santa Fe. It is unknown if there will be overlap
among these two initiatives.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
If this legislation is not enacted, a Bernalillo County Native American film festival would not
receive funding through the State General Fund.
POSSIBLE QUESTIONS
Would passage of this act possibility violate the anti-donation clause of the New Mexico
Constitution, Article IV., Section 31, Appropriations for Charitable, Educational, etc. purposes.
