SUMMARY
Synopsis of Bill
Senate Bill 899 appropriates $350.0 from the General Fund to DFA to increase residential
capacity for the Santa Fe indigent alcohol and drug abuse treatment center. SB 899 declares an
emergency.
FISCAL IMPLICATIONS
The appropriation of $350.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY07 and 08 shall revert to
the General Fund.
SIGNIFICANT ISSUES
The appropriation funded in SB 899 would go to the Santa Fe Recovery Center. The Center is a
23 bed in-patient adult treatment center facility for alcohol and drugs. It is also the only in-
patient treatment center in Santa Fe. Treatment includes 28 days of treatment with four to seven
days of detox for a total of 32 to 35 days of services.

Currently, the Department of Health provides funding for six beds, for clients who qualify under
the indigent program. The funding in this bill would increase to ten the bed capacity available on
a monthly basis.
No one who qualifies under the indigent program can afford medical insurance. They must also
fall within the annual income limit, which is set at $35,350 to qualify as indigent.
Referrals are made from case managers at the jail, public defenders, judges, the Care Connection
in Santa Fe, as well as self referral's.
There is continued out-patient follow-up care available but it is funded through other sources.

PERFORMANCE IMPLICATIONS
The Center reports that currently there are about 30 screenings performed each month on
potential clients. These clients are not charged for the screening services. All 30 qualify under
the indigent treatment program. In addition, there is a waiting list of between six to eight weeks
for treatment for indigent clients.
