SUMMARY

Synopsis of Bill

Senate Bill 890 appropriates $100 thousand from the general fund for expenditure in FY08 to

Cultural Affairs department for the Museum of Fine Arts division to develop and implement a

web-based arts education pilot project based in Hobbs. The appropriation in Senate Bill 890 is

contingent the program receiving at least $25 thousand in matching funds from other sources.

FISCAL IMPLICATIONS

The appropriation of $100 thousand contained in Senate Bill 890 is a recurring expense to the

General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall

revert to the General Fund.

The contingent language associated with the appropriation in Senate Bill 890 will have the effect

of leveraging available general funds for this program.

SIGNIFICANT ISSUES

$25,000 in matching funds from private sources have been donated for this undertaking.

This bill will allow the state art museum to pilot a web-based program to provide web-access to

the State’s permanent art collection – which totals some 23,000 works of art – to students and

adults in Hobbs and, ultimately, throughout New Mexico.

The project will include partnerships with the Hobbs School district and the College of the

Southwest to develop curriculum, utilizing the permanent collection of the Museum of Fine Arts,

for grades 4 (social studies), 9 (history and art), high school advanced placement classes, and

college level (College of Education).

PERFORMANCE IMPLICATIONS

The state museums, including the Museum of Fine Arts, measure those served by off-site

education and outreach programs throughout New Mexico. During FY06, approximately 90,000

people were served by state museums and monuments off-site education programs. Museum of

Fine Arts programs served about 3,600 of that total.
