SUMMARY

Synopsis of Bill

Senate Bill 758 appropriates $500 thousand from the general fund to the Economic Development

Department to support film and media employment training and student productions.

FISCAL IMPLICATIONS

The appropriation of $500 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall

revert to the general fund.

SIGNIFICANT ISSUES

According to MMFO, this bill supplements funding allocated from the Media Fund for specific

on-the-job training with skilled, seasoned mentors, working on student or small New Mexico

films. This program works in conjunction with the Film Technicians’ Training Programs based at

Santa Fe Community College, Northern New Mexico College at El Rito, Central New Mexico

Community College, Eastern New Mexico University at Roswell, and NMSU’s Dona Ana

Community College. This program, thus far, has served a dual purpose: to give students hands-

on training with mentors who will potentially hire them and/or assist them with union

membership; and secondly, to support homegrown talent with the making of their own films.

The programs have been previously funded through capital outlay appropriations.

PED indicates that filmmaking and media training programs across the state can help promote

student interest in learning. Film can enhance communication in many ways, including verbal

and nonverbal; literal or symbolic; invoke response; create dialogue; inform; evolve; persuade;

require interaction; and be formal or informal.

“Storytelling, reading, writing, invention, computation, valuing one’s own and other’s

cultures and problem solving can be enhanced through film, audio and visual techniques

utilizing cutting-edge software, cameras and other technology and innovations.

Integrated curriculum developed to enhance student learning and work through film and

tied to New Mexico Standards and Benchmarks and selected measurable Performance

Standards can capture students’ beliefs and imaginations and greatly enhance their

learning."

PED reports that this bill relates to SB 384, which provides funding for the same purpose to the

Higher Education Department.
