SUMMARY
Synopsis of Bill
Senate Bill 748 appropriates $49.0 from the General Fund to DFA to support the Las Vegas
Special Olympics.
FISCAL IMPLICATIONS
The appropriation of $49.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
The Governors Commission on Disability noted that Special Olympics is an international
nonprofit organization dedicated to empowering individuals with intellectual (developmental)
disabilities to become physically fit, productive and respected members of society through sports

training and competition. The concept of Special Olympics was born when Eunice Kennedy
Shriver started a day camp for people with intellectual disabilities at her home in 1962. Shriver
believed that people with intellectual disabilities were far more capable than commonly believed
and deserving of the same opportunities and experiences as others.
San Miguel County sought funding from the Governor’s Commission on Disability. The agency
had the Quality of Life grants; however, the request came after the deadline for proposals. This
would have been a very worthwhile program to fund. The agency would not have been able the
fund this program to this level if the proposal was received in time.
