Synopsis of Bill
Senate Bill 700 appropriates $616,000 to the Regents of NMSU for expenditure in FY 2008 to
pay the Materials Research and Testing Center to develop a database on the location of convicted
drug dealers and methamphetamine laboratories.
FISCAL IMPLICATIONS
The appropriation of $616,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.
SIGNIFICANT ISSUES
House Bill 768 appropriates $616,000 to NM Tech’s Materials Research and Testing Center for
the database. Senate Bill 700 appropriates the same amount to the “Materials Research and
Testing Center" at NMSU.

There is an Energetic Materials Research and Testing Center at NM Tech. A search of the
NMSU web site for Materials Research and Testing Center directs the viewer to NM Tech.
Representatives of NM Tech are not familiar with the concept and believe HB 768 is a mistake
and the appropriation should go to NMSU, as SB 700 directs. New Mexico State University does
not list this activity in any of the legislative priorities.
NEITHER BILL SHOULD BE CONSIDERED UNTIL THE CONFLICT IS RESOLVED.
