SUMMARY
Synopsis of Bill
Senate Bill 661 appropriates $98 thousand from the general fund to the board of regents of
eastern New Mexico university for the purpose of a supplemental instruction program to provide
advanced tutoring to students in high-risk courses.
FISCAL IMPLICATIONS
The appropriation of $98 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
The Supplemental Instruction (SI) program according to HED is an academic enrichment
program that is offered in traditionally difficult courses such as math, physics, chemistry etc.
Trained student SI leaders who have completed and passed the course facilitate discussion and
review sessions. A list of eligible SI classes is complied by statistics based on the percentage of

students who failed or withdrew from the class. Based on student availability and faculty
support, classes are selected for the SI program. The goal of the program is to improve retention
of students in SI courses, improve pass rates and student learning.
The appropriation in SB 661 would be used as follows:
Coordinator (part-time) $25,000
Training for 30 faculty $15,000
SI Leaders ($6/hr, 40 classes/100 hrs)
40 classes (fall) $24,000
40 classes (spring) $24,000
Training materials budget $10,000
Total $98,000
