SUMMARY

Synopsis of Bill

Senate Bill 632 appropriates $379,875 from the General Fund to the UNM Regents for

expenditure in FY 2008 to expand the International Education Initiative.

FISCAL IMPLICATIONS

The appropriation of $379,875 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the

General Fund.

The UNM request for the New Mexico International Education Initiative included $94,875 for

Personnel (Recurring) and $285,000 for Expenses (Non-Recurring). The unexplained Expenses,

even if student assistance, should be classified as Recurring.

SIGNIFICANT ISSUES

The Office of International Programs and Studies provides services to international students and

scholars coming to UNM, coordinates opportunities for UNM students to study overseas and

offers intensive English language programs to students interested in studying in the U.S.

The University has endorsed the nationally recognized need to promote global awareness of and

sensitivity to multicultural issues in today's interdependent world. The Office of International

Programs and Studies--OIPS--helps to prepare UNM faculty, administrators, and students to

understand and work effectively in a complex and rapidly changing global community.

Documents form UNM, relating to this request, mention that the New Mexico International

Education Initiative seeks to coordinate, consolidate, and expand UNM’s efforts to foster an

international experience for New Mexico students.

This request was submitted by UNM to the HED for review, but is not included in the

Department’s funding recommendation for FY08.
