SUMMARY

Synopsis of Bill

Senate Bill 612 appropriates $190,000 from the General Fund to Eastern New Mexico University

(ENMU) for a faculty position in Aviation Science Technology to serve either the Portales or the

Roswell campus, and a faculty position in Emergency Medical Services Management at Eastern

New Mexico University Roswell (ENMU-R). Each faculty position will be funded at $95,000.

FISCAL IMPLICATIONS

The appropriation of $190,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

general fund.

SIGNIFICANT ISSUES

Both of these programs are currently offered

at ENMU through the Aviation and Maintenance

Technology Program within the Business and Science Department and an Emergency Medical

Services (EMS) program which is an approved EMS Bureau program.

ENMU-Roswell's Aviation Maintenance Technology (AMT) program is the only FAA

Approved Part 147 AMT program in New Mexico and the only Cessna certified composite

training programs in the U.S. The instructors bring over 100 years of combined experience in the

aviation industry to our program. A high-tech environment includes lecture laboratories, modern

facilities and a variety of training aircraft including an MU2D, Cessna 421, 310A and 210E,

Beech E50, Starduster and Bell Helicopters. You can complete a degree in two years and will

graduate with sufficient training to pass FAA A&P certification, which is also offered at the

ENMU-Roswell campus.

The ENMU-Roswell’s Emergency Medical Services (EMS) Program is an Approved New

Mexico EMS Bureau Training Program. In addition the Paramedic program is accredited by the

Joint Review Committee of EMT-Paramedic Programs. The EMS program is designed for

students who desire a career in pre-hospital emergency medicine. The program provides the

student with the theoretical and practical preparation to qualify the successful graduate at five

levels of service: 1) First Responder, 2) Emergency Medical Technician-Basic, 3) Emergency

Medical Technician-Intermediate, 4) Emergency Medical Technician-Intermediate (NSC) or 5)

Emergency Medical Technician-Paramedic. These levels of instruction meet or exceed the New

Mexico EMS Minimal Curriculum Standards. The First Responder, EMT-Basic, EMT-I (NSC),

and EMT-Paramedic also meet or exceed the National Highway Traffic Safety Administration

National Standard Curriculum for these levels. Upon successful completion of a level, the

graduate will be eligible to take the New Mexico State Licensure and/or National Registry of

EMT's examination. ENMU-Roswell offers refresher courses for all levels of service and

continuing education courses that are of interest to the Emergency Medical Services community.

HED indicates that this request was not submitted by ENMU to the New Mexico Higher

Education Department for review and is not included in the Department’s funding

recommendation for FY08.
