SUMMARY
Synopsis of Bill
Senate Bill 610 appropriates $200 thousand from the general fund for expenditure in FY07 and
FY08 to department of Cultural Affairs to fund a theater touring, residency, and training
program.
FISCAL IMPLICATIONS
The appropriation of $200 thousand contained in Senate Bill 610 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
SIGNIFICANT ISSUES
If enacted, Senate Bill 610 would appropriate $200 thousand for a theater touring, residency and
training program. The agency response for information on this legislation did not include
logistical information such as the location of the program, a service area, or a general overview.

The Cultural Affairs department maintains that arts and cultural programs produce a substantial
economic impact to the State. A study conducted by the department specifies that:
“arts and cultural programming such as the initiatives funded through this legislation
have broad economic and quality of life impact on New Mexico’s people and
communities. In 2005, cultural organizations in New Mexico employed more than
43,000 people and paid more than $500 million in payroll. The state’s varied cultural
activities represent a $2.8 billion industry. The theater programs outlined in this bill
would be a strong investment in support of New Mexico’s crucial cultural industry."
The methodology used in this study has not been analyzed for accuracy, however there is a clear
link to the New Mexico economy and tourism, much of which is directly linked to arts and
cultural programming.
ADMINISTRATIVE IMPLICATIONS
The department would be responsible for issuing a request for proposal (RFP) in conjunction
with expenditure of the appropriation of Senate Bill 610.
