SUMMARY

Synopsis of Bill

Senate Bill 593 appropriates $300,000 from the General Fund to the Board of Regents of UNM

for expenditure in FY 2008 to fund college preparatory mentoring programs at the UNM School

of Law for students in eighth through twelfth grades in Albuquerque.

FISCAL IMPLICATIONS

The appropriation of $300,000 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the

General Fund.

SIGNIFICANT ISSUES

ENLACE (Engaging Latino Communities in Education) students, parents and staff will use law

school facilities to plan and coordinate their work with APS, TVI and UNM. Law School faculty

have been working with ENLACE to extend its vision of a pipeline to encourage middle school

students to graduate from high school and attend college to encourage participation in graduate

professional education. Law students participate in the mentoring programs of ENLACE.

This request was not submitted by UNM to HED for review and is not included in the

Department’s funding recommendation for FY08. However, HED recommends a continuance of

FY07 recurring funding in the amount of $125,000 with no new additional funding.

PERFORMANCE IMPLICATIONS

Specific student outcomes have not been reported for this program. Performance measures

should number of APS students who graduate from high school and continue their educations

in colleges and universities.

SB 129 – appropriates $2.0 million to the Department of Finance and Administration, Local

Government Divisions to expand youth mentoring programs.

SB 337/HB 339 - appropriates $2.0 million to the Department of Finance and Administration,

Local Government Divisions to create new youth mentoring programs.

SB 406 - appropriates $150,000 to support UNM’s Special Programs Office implementation of

mentoring programs for eighth graders in Albuquerque.

HB 273 – appropriates $198,000 to UNM to create a college mentoring program.
