SUMMARY

Synopsis of Bill

Senate Bill 550 appropriates $50,000 from the General Fund to HED for expenditure in FY 2008

to help defray the expenses of New Mexico Junior College (NMJC) for the cost of room and

board for the Southeastern New Mexico Law Enforcement Training Academy (SNMLETA).

FISCAL IMPLICATIONS

The appropriation of $50,000 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the

General Fund.

SIGNIFICANT ISSUES

The Southeastern New Mexico Law Enforcement Training Academy serves a specific purpose

for the public safety agencies in the state. The agencies sponsor cadets to come to NMJC and

stay at the dorms. The 20-week hands-on course is for cadets to learn essential life-saving skills

(i.e. shooting, driving, defensive tactics, etc.). This bill is to help offset room and board for law

enforcement agencies to send cadets to the Academy for their program, and to get these students

into the pipeline for advanced learning opportunities.

This request was not submitted by NMJC to the HED for review and is not included in the

Department’s funding recommendation for FY08.

ADMINISTRATIVE IMPLICATIONS

The Higher Education Department will be the administrator for these funds involving receipt,

disbursement, and tracking to NMJC on behalf of the Southeastern New Mexico Law

Enforcement Training Academy.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

House Bill 552 also appropriates $50,000 in the same manner for the same purpose.

ALTERNATIVES

A direct appropriation to NMJC might be preferable.
