SUMMARY

Synopsis of Bill

Senate Bill 504 appropriates $100 thousand from the general fund for expenditure in FY08 to the

Cultural Affairs department for a youth after-school digital media arts and education program in

Santa Fe.

FISCAL IMPLICATIONS

The appropriation of $100 thousand contained in Senate Bill 504 is a recurring expense to the

General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall

revert to the General Fund.

SIGNIFICANT ISSUES

The after-school digital media arts and education programs proposed in Senate Bill 504 will be

based on local and international culture and the New Mexico content standards, benchmarks and

performance standards to enhance learning. Digital media arts and education programs can help

increase students’ interest in learning. The medium can enhance communication including

verbal and nonverbal.

The executive is proposing to create a Media Arts and Industries Department and consolidate all

film and media initiatives, including film and media arts workforce development and training,

into one agency. In addition, Senate Bill 525, would create such a media arts department.

Cultural Affairs department has stated that it may be more appropriate for this youth media arts

education program to be administered by this proposed Media department.

PERFORMANCE IMPLICATIONS

The use of digital media in curriculum can enhance student learning through after-school

programs based upon learning through community, local arts and culture and life-long learning.

ADMINISTRATIVE IMPLICATIONS

Cultural Affairs department has stated that staff time would be necessary in order to administer

funds appropriated to this program.
