SUMMARY

Synopsis of Bill

Senate Bill 392 would appropriate $150,000 to the Department of Health (DOH) to contract for

permanent supportive housing for women being released from jail or a correctional facility who

have a dual diagnosis, co-occurring disorder of substance abuse addiction and a diagnosed men-

tal health illness. Any unexpended or unencumbered funds would revert back to the General

Fund at the end of fiscal year 2008.

FISCAL IMPLICATIONS

Funding for this specific initiative is not contained in the FY08 DOH operating budget request.

However, the Governor’s Executive Budget contains $750,000 to provide housing assistance to

individuals served by the Behavioral Health Collaborative. The Legislative Finance Committee

budget recommendation includes $1 million for the same purpose.

DOH notes that if the program is funded and continues beyond Fiscal Year 2008 additional base

increases will be needed to cover inflation.

SIGNIFICANT ISSUES

Permanent supportive housing refers to integrated permanent housing (typically rental apart-

ments) linked with flexible community-based services that are available to tenants when they

need them but are not mandated as a condition of occupancy. Evidence shows that persons with

disabilities will have better clinical outcomes and greater housing stability if they have perma-

nent housing. Supportive housing has shown results in reducing overall health care costs.

DOH notes that SB 392 would be strengthened by including the number of consumers to be

served and the scope of supportive services that would be provided beyond housing.

DUPLICATION AND RELATIONSHIP

SB 392 is duplicated by HB 381. Corrections note that SB 280 includes $75 thousand for the

same purpose.
