SUMMARY
Synopsis of Bill
Senate Bill 316 appropriates $250 thousand from the general fund to the Public Education
Department for the purpose of supporting a regional center network statewide to support teachers
and community educators in incorporating service learning into standards-based education.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall
revert to the general fund.
The LFC remains concerned with funding initiatives outside of the funding formula as it tends to
disequalize school funding and diverts funding away from core educational needs.
SIGNIFICANT ISSUES
Studies show that students participating in service learning show improvements in academic
achievement, career preparation, raised levels of self-esteem, improved behavior, improved
attendance, character development and active civic engagement.
