SUMMARY

Synopsis of Bill

Senate Bill 292 seeks to appropriate $189,000 from the general fund to the Interstate Stream

Commission (ISC) for expenditure in fiscal year 2008 for the Estancia basin water planning

committee to update the regional water plan, conduct a sub-basin study, perform an educational

campaign and hire technical assistance, including a hydrologist. Any unexpended or

unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund.

FISCAL IMPLICATIONS

OSE indicates that enactment of this bill will likely have minimal fiscal impact on the OSE/ISC.

SIGNIFICANT ISSUES

OSE suggests that enactment of this bill will require ISC staff to administer the appropriation,

and to assist the Estancia Basin Water Planning Committee in accessing the appropriated money

for its intended purposes. The amount of staff time that will be required to administer this

appropriation is uncertain, but it has the potential to affect other duties of the ISC water planning

staff.

This bill is a duplicate of House Bill 397

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL

OSE states that the Estancia Basin Water Planning Committee will not receive the funding

needed to update its regional water plan in one of the fastest growing areas of the state, and

where the underlying aquifer is being rapidly depleted.
